The panel who ruled on the case of horse abuser Cesar Parra was “amazed to see how creative [he] has been in trying to find techniques and practices that would hurt horses, in perfect indifference to their suffering,” Horse & Hound reports this week. Following the publication of a full Tribunal report from the FEI, new details and assessments have emerged surrounding the horrific case that saw the dressage rider and trainer suspended for 15 years.
